07/16/2004: "Fighting crime with an evil-eye"


Residents of the notorious Sea Point area in Cape Town have started combatting crime in their neighbourhood by staring at suspected criminals such as hookers and drugies.
"The Yellow Bibs, as the neighbourhood group is known because of the uniforms they wear, say it only takes about 15 minutes before the people they watch start to feel uncomfortable and leave."
A local city councillor, JP Smith was the clever dick to come up with the idea.
